The Office of Personnel Management has detailed changes to vaccination benefits and other coverage terms across the Federal Employees Health Benefits program and the new Postal Service Health Benefits program, according to FEDweek.
The announcement touches two of the largest employer-sponsored health systems in the country. FEHB covers roughly 8 million enrollees and family members. PSHB entered its first plan year in January 2025 after separating postal workers, retirees and their families into a dedicated pool.
For HR teams inside federal agencies and the Postal Service, the OPM guidance lands in the middle of annual open season planning. Benefits administrators will need to reconcile the updated terms against plan brochures, employee communications and carrier materials before enrollment decisions firm up.
What changed in the coverage terms?
FEDweek reports that OPM outlined revisions to how vaccination services are covered, alongside adjustments to other terms of coverage in both programs. The changes run through the standard mechanism OPM uses each year: carriers negotiate benefit terms, and OPM publishes the results in plan brochures that govern the following plan year.
Vaccination coverage has become a recurring negotiation point since the pandemic. Carriers have varied on whether certain immunizations carry cost-sharing, require in-network providers or fall entirely under preventive care rules that eliminate patient costs.
The FEHB and PSHB updates follow the same pattern of incremental annual revision rather than a structural overhaul. Employees will see the practical effect in what their plans pay for and under what conditions when the revised brochures take effect.
Why does PSHB change the calculation?
The Postal Service Health Benefits program adds a wrinkle that general federal benefits guidance did not previously raise. PSHB carriers set their own terms within OPM's framework, so identical services can carry different coverage rules across the two programs.
That split matters for HR communication. Postal employees and federal employees now read different brochures, answer to different enrollment systems and face different deadlines. A benefits term that changes in FEHB does not automatically change in PSHB, and OPM's announcement addresses both programs separately.
HR offices that serve mixed populations, such as shared services centers, will need to segment their messaging accordingly.
What should employers and administrators do now?
The immediate compliance tasks are documentary. Benefits staff should:
- Pull the updated plan brochures as carriers release them and confirm the revised vaccination and coverage terms.
- Check open season materials against the new language so employees see accurate cost and network details.
- Flag any term changes that affect retiree populations, who hold coverage under both programs.
Federal HR shops have a compressed window. Open season for the following plan year typically runs from mid-November through mid-December, and any discrepancy between published brochures and employee communications tends to surface as grievances or erroneous enrollment decisions.
The wider read
For the federal workforce, the OPM detail work is routine but consequential. Each cycle of brochure revisions resets what 8 million people pay at the pharmacy counter, the clinic and the immunization site. FEDweek's reporting signals that the current cycle touches vaccination terms directly, which will draw employee attention given the heightened salience of immunization coverage since 2020.
OPM has not signaled further structural changes to either program beyond the standard annual adjustments, and the next concrete milestone for enrollees will be the release of full plan brochures ahead of open season.
