Workers in Uttar Pradesh will receive monthly increases of Rs 174 to Rs 238 from October 1, after the state government notified revised variable dearness allowance rates covering 74 scheduled employments. The Yogi Adityanath administration issued the order on Tuesday, setting new minimum wages for unskilled, semi-skilled and skilled categories through March 31, 2027.
The revision directly touches payroll obligations for employers in industrial units and establishments across the state. The Labour Department has instructed employers to pay workers according to the revised rates, with the applicable wage determined by skill category and sector. Compliance, not discretion, is the operative word.
What drives the increase?
The government calculated the adjustment using an average All-India Consumer Price Index (CPI, the measure tracking the cost of a representative basket of goods and services) of 431 points for January to June 2026. The allowance kicks in only above a pre-determined base level of 400 points. Variable dearness allowance (VDA, an inflation-linked supplement added to the notified basic minimum wage) rises when the index rises and typically stays flat when it falls.
Put simply: prices climbed, so the wage floor climbs with them. That is the entire mechanism.
How much do the new rates pay?
The increases vary by district tier and skill level, according to the official order:
- Gautam Buddha Nagar and Ghaziabad: unskilled wages rise from Rs 13,690 to Rs 13,883.59 (up Rs 193.59), semi-skilled from Rs 15,059 to Rs 15,271.41 (up Rs 212.41), and skilled from Rs 16,868 to Rs 17,106.39 (up Rs 238.39).
- Districts with municipal corporations, excluding those two: Rs 13,189.68 for unskilled, Rs 14,507.46 for semi-skilled and Rs 16,250.86 for skilled workers — increases of Rs 183.68 to Rs 225.86.
- Remaining districts: Rs 12,530.25 for unskilled, Rs 13,782.30 for semi-skilled and Rs 15,438.42 for skilled workers.
The overall benefit range across categories runs from Rs 174 to Rs 238 per month. Gautam Buddha Nagar and Ghaziabad, the state's industrial belt anchoring the NCR manufacturing corridor, carry the highest floor — a gap of roughly Rs 1,350 per month between tier-one unskilled pay and the rest-of-state rate.
What must employers do?
Three operational rules follow from the notification:
- The daily minimum wage equals one-twenty-sixth of the monthly wage.
- Workers already earning above the new minimums keep their existing wages; the revision cannot reduce current pay.
- Employers must verify each worker's skill category and sector to apply the correct rate.
For government and public-sector employees, dearness allowance is set as a percentage of basic pay. For minimum-wage workers, it arrives as the VDA component folded into the notified wage — the difference matters for payroll structuring in the private scheduled employments.
Why it matters
The stated intent is dual: give workers remuneration that tracks price levels and protect existing wage entitlements. For HR teams in Uttar Pradesh's scheduled employments, the practical task is unglamorous but unavoidable — recalculating wage floors across skill tiers and district classifications before the October 1 effective date, and documenting the delta for every affected worker.
The relief is real but modest. Rs 238 buys less each month it is delayed; the index, not the government, sets the pace. With the rates locked through March 31, 2027, the next adjustment will hinge on where the CPI average lands in the following revision cycle.
